MINUTES OF JOINT MEETING

Members attending: Sue Anderson, Dick Berndt, Bryant Browne, Stu Grimstad, George Kraft, Liz Langer, Kathy Reidinger, Sharon Schwab, and Tim Victor

Members excused: Bill Ebert, Denise Killkenny-Tittle, and Ray Schmidt

  1. Chair Dick Berndt called the meeting to order at 4:30 p.m.
  2. Minutes of the December 2, 1999 joint subcommittee meeting were accepted without correction.
  3. Members briefly discussed Mark Hilliker’s "Information Piece". Prior to the next meeting Schmidt will be contacted and undated on the meeting discussion. Members indicated they would like to review the final draft at the January 6, 2000 meeting.
  4. The list of constituency groups and a Green Space handout provided by Schmidt were reviewed. Those present formed a list of people who need to be contacted as a "need to know," to prevent any unwanted political fall out. This list includes:

·  Farm Bureau

·  Potato and Vegetable Growers Association

·  Wisconsin State Cranberry Growers

·  Water Utilities

·  Stevens Point, Whiting, Plover, Amherst, Junction City

·  State Fertilizer Association

·  Local Fertilizer People, Cooperatives

·  Farm Cooperatives

·  Agricultural Consultants

·  Large Water Users

·  Mills, Cities, Irrigators

·  Others

This list will be reviewed all together and combined into one group.

  1. Copies of community resource user groups were distributed to all members. Members were asked to review the lists provided and be ready to discuss at the next meeting.
  2. Bill Ebert provided a copy of the letter regarding funding sent to the Village of Whiting, Village of Plover, City of Stevens Point, and Portage County. Ebert is awaiting responses. Further discussion will take place at the next meeting.
  3. Ebert provided a handout summarizing the Plan of Work. After review, the following additions/changes were suggested: add Denise Kilkenny-Tittle to A. Web Site; G. P.C. Groundwater Guide Draft in January; and #5 Hilliker Piece When... dependent on financing.

    Members discussed the web site and whether it should be centered at UW-Stevens Point or Portage County. Members questioned if Portage County has a web site, what maintenance is needed, and the site cost. Further discussion will take place at the January 6, 2000 meeting.

    Bryant Browne provided those present with a web site progress report. Currently there is a shell of a site, but work is coming along.
  4. List of involvement opportunities for people who call and volunteer to help was tabled until the next meeting
  1. Members had a lengthy discussion concerning issues, recommendations, and goals. Members agreed going to public with two areas was strongly considered.

    A.  Recommendations to public in those areas that are already being
    worked on by the County and other agencies. I.E. well issues of
    bacteria, corrosivity, natural occurring contaminants like
    radioactivity. These areas could go to the public with a specific
    recommendation that these issues are present and the committee
    recommends that the County and others continue their work. A similar
    recommendation would be to continue the County's work on pollutants like
    gasoline contamination from leaking underground tanks.

    B.  Issues of quantity, quality-pesticides, nitrates. These areas
    are more complex and difficult to deal with in public meeting. Need to
    present statistics. We must remember that the final draft presented to
    the County Board must include goals.

    Goal options could be presented at the meetings and discussion for
    feedback may be one way to go. Discussion concerning water standards
    with goals related to standards is another option to take to the
    community meetings.

    The political process on how to get County Board approval was discussed. Discussion with Chuck Kell regarding this political process was strongly
    encouraged. Several members of the subcommittee and the Chair of the
    Groundwater Committee agreed to meet with Kell early next year
    to develop a strategy for the new Groundwater Plan acceptance by the
    County Board.

    Strategies to improve and maintain groundwater quality were discussed.
    Ideas such as tax credits for alternative farm methods, reduction of row
    crops which require much nitrogen, alternate markets, etc, were
    discussed.
  1. Other Business: Liz requested Jane Iwanski forward copies of all handouts distributed at the meeting to those member not present. A number of the handouts will be discussed in detail at the January meeting.
  2. Next Meeting January 6, 2000 4:30 p.m. in Courthouse Annex Conference Room 5. Agenda items will include:

1.      Hilliker Piece (Hopefully Ray can report about his subcommittee
and the final Copy hopefully will be ready)

2.      List of Constituency Groups with need to know. All members review lists to combine and possibly reduce.

3.      Web Site Update

4.      Goals Discussion

5.      Other business

Call to order - 4:30 PM. Mark Dawson.

Discussion — chairing the PI/E Subcommittee. The subcommittee will be filling the chair of the subcommittee with Dick Berndt. Sharon Schwab will co-chair. (Motion — Kraft, second — Browne, unanimous.)

Introduction of Denise Kilkenny-Tittle: Browne. Denise will be developing the website for the groundwater planning process. Discussion of website content followed.

Minutes from last meeting. Motion to approve — Ebert, second — Browne, unanimous.

Review of Hilliker piece. Joe and Sue fictitious characters will be gone. They will be replaced by real people in the community. Ray will follow progress on the piece and may work with a subgroup to get it done.

Wisconsin groundwater education directory. Chris Mechenich provided this document which contains summaries from many groundwater related public education pieces.

"Portage County Groundwater Conditions" approved. Final revisions will be made by George Kraft.

Discussion on Plan of Work — Ebert. Much discussion about what will be done when and by whom. We more or less decided that we should shoot for a "D-Day" of March 1 for a full beginning of the public phase of our efforts. Much planning needs to be done leading up to and beyond this date. Ray will be in charge of developing the list of existing groups for networking and making presentations by December 16. A list of constituency groups with a need to know will be developed at our next meeting. Ray will talk to Chuck Kell regarding possible funding available for printing and mailing the Hilliker piece. We’ll need $2500-5000. Other funding sources may include municipalities, public water supply commissions, foundations, etc. More discussion needed on work plan.

bulletMinutes of the October 14, 1999 Joint Meeting (Groundwater Management Plan & Implementation Subcommittee and Public Involvement/Education Subcommittee) were approved (motion — Ebert, second — Reidinger: unanimous).
bulletReview of neighborhood feedback re: Hilliker piece. A lengthy discussion occurred that described reactions from neighbors including: concern that persons on municipal water supply should test water annually (greater distinction needed between public vs. private water supply), that Joe and Sue were not a real couple (this approach was condescending to some readers), apprehension by the agricultural community about the nitrate problem, more information needed about where to get water tested, etc. Other issues included: conservation, organic fertilizers, water treatment, economics, and steps readers could take to get more involved. Members realized that there was both a broad range and level of sophistication of readers.

Two action steps were taken: Ray will request that Jane Iwanski compile the results and mail to subcommittee members. The neighbor feedback may be important when GCAC members are asked to review the Hilliker piece (e.g. provides reassurance that the Portage County citizens have had some input already…). Subcommittee members were asked to let Ray or Chris know if some of the feedback is especially relevant to them. Next, Chris, Ray, and Sue will try to meet with Mark to revise the document based on the neighbor feedback. The issue of using "Joe and Sue" seemed to be a potential change.

bulletThe second draft of George Kraft’s Portage County Conditions was distributed by Chris. Members were asked to read the document at home and to be prepared to discuss it at the next meeting.
bulletBill distributed a draft Plan of Work. He noted that there are some gaps, especially responsible persons, timelines, list of specific items needed under progress, etc. Bill volunteered to work with the Subcommittee Chairs, and Ray to document progress. Some additions were made at the meeting. Bill asked that all members take a careful look at the Plan of Work, and be prepared to discuss it at the next meeting.
bulletProgress Report of "BEFORE" Actions:
    1. Web Site — Graduate student Denise Kilkenny-Tittle will be working with Bryant on this. This effort will be supported by Portage County Planning & Zoning, Vic Akemann, UWSP computer staff Randy Peelen, and his son, Tyler, a SPASH student. Bryant asked that Ms. Kilkenny-Tittle be invited to the next meeting.
    2. Speakers for public forum, sponsored by existing groups.
    3. Networking with environmental groups, churches, etc. — Ray reported that both lists are available. He was asked to prepare them for distribution as subcommittee members wanted to review them, and perhaps, add more.
    4. Town/Village Board meeting agenda item — Ray reported that Jane will have this information compiled soon.
    5. Portage County groundwater guide (like DNR guide) — Sue reported that she met with Cathy, Kathy, and Sharon. They are preparing an annotated bibliography of the materials that have been collected. Chris said she would provide a list to the group of information and education materials that have already been annotated.

  1. Call to order. Elizabeth Langer and Mark Dawson, co-chairs.
  2. Minutes of August 10, 1999 Management & Plan Implementation approved. (Motion - Kraft, second - Ebert; unanimous).
  3. Minutes of September 23, 1999 joint meeting approved as amended. (Berndt, Reidinger, unanimous).
  4. Discussion on "The Road Map" led by Bill Ebert. Referring to handouts from 9/9/99, item 1 (develop public information primer) is virtually done. Ray states that he ran into Mark Hilliker two days before this meeting and Mark stated he was going to make needed changes promptly. Item 2 (find money to print and distribute materials) is in the works. Moving to item 3 ("Develop/implement BEFORE methodologies"), we looked over the list (undated handout) that has as a heading "Tools Grouping Results". We then decided on the following:

·         We will proceed with the idea to take the Hilliker piece out to neighbors for comments. We wrote down 5 questions we want answered for neighbor comment. Bill Ebert will finalize into a comment sheet.

·         After final approval of the "State of Portage County Groundwater" piece, George Kraft will develop a slide show for available speakers to take out to groups. We all want to sing from the same hymnal in this regard.

·         Ray will put together a list of constituent groups and contacts with a more immediate need to know, particularly organizations like Farm Bureau, WPVGA, etc.

·         Copies of the "information piece" and neighborhood comment form will be forwarded to committee members with the agenda packet by October 21, 1999.

  1. We need vice chairs of the three subcommittees. We will bring a motion to the full GCAC allowing vice chairs, that do not have to be full members of the GCAC, and that the vice chairs can be selected by the subcommittee.
  2. Agenda for next meeting: neighbor feedback on Hilliker piece, new draft of "State of Portage County Groundwater", and draft plan of work. Bill Ebert will be drafting the plan of work.
  3. Potential next meeting dates: 11/13, 11/11, 12/2, 12/16.
  4. Meeting adjourned.

MEETING MINUTES

Members Present: Vic Akemann, Bryant Browne, Fred Bailey, Dick Berndt, Bill Ebert, Cathy Dugan, Stu Grimstad, George Kraft, Liz Langer, Chris Mechenich, Christine Neidlein, Ray Schmidt, Sharon Schwab, and Tim Victor

Presentation/Discussion on Public Involvement/Education "Information Piece":

A September 23, 1999 draft was distributed at the meeting. Members suggested changes and comments to Schwab. Schwab compiled comments and Schmidt forwarded to Mark Hilliker, Community Resource Development Agent. Hilliker has been researching the costs for duplicating and distributing of the "information piece". Schwab specified the quotes to have 5,000 to 25,000 copies duplicated and distributed as inserts would cost .03 cents/copy at the Portage County Gazette, and .03 1/2 cents/copy at the Stevens Point Journal. Schwab indicated she will talk with Hilliker a bulk mailing rate.

Other suggestions for possible funding included:

· one agency buy the paper, and another department pay for printing.

· once final costs are known, to approach potential funders (Portage County, UWSP, RC&D, individual municipalities, etc. )

Once finalized, the "information piece" will be forwarded to subcommittee members. Subcommittee members will distribute to their neighbors for comment, and report back to the subcommittees at a later date.

Discussion on Groundwater Management Plan Timetable for "Road Map":

Questions presented to subcommittee members included:

· Ebert questioned "How can the general public and technical staff work together?"

· Kraft questioned "Do we as a group develop a problem statement?" Schmidt indicated that the public has already told us in the "Value of Groundwater Survey", what the problems are.

· Should the public be asked specific questions, or should we leave comments open end?

These questions will be discussed in further detail at the October 14, 1999 joint meeting.

Browne indicated, Tyler & Peelen and Akemann have an outline for our web-site.

Ebert indicated the two subcommittees continue to meet jointly for awhile. The next joint meeting is scheduled for Thursday, October 14, 1999 at 4:30 p.m. in Courthouse Annex Conference Room 1.
